The Former President's Progressive Alarm Overlooks The Continent's True Threat: Technological Stagnation.

Donald Trump's national security strategy presents a flawed assessment of Europe. The document asserts that open-border policies and what it terms "woke" agendas pose an grave threat to European civilization. Yet, this perspective is based on a fundamental misreading of the reality. The actual danger confronting the EU is not societal but technological and economic lag.

The Stark Economic Divide Between the US and Europe

The data reveal a sobering picture. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry 13.5% growth for the EU. During this period, EU GDP per capita dropped from 76.5% to just half of the American figure. Strikingly, even the poorest US state now boasts a higher per capita income than major EU nations like France and Italy.

Currently, roughly 50% of the world’s 50 largest technology firms are American, while a mere four are European.

The Innovation Deficit: A Critical Problem

The growing disparity is driven by stronger efficiency gains in the US, fueled by breakthroughs and higher total factor productivity. The landscape of global tech dominance is overwhelmingly American. Over the past five decades, 241 US firms have scaled into companies valued at over $10bn, versus just 14 in Europe.

This disparity prompts a pressing issue: As the competition for future industries like semiconductors, AI, and quantum computing, where does the EU positioned? Most analysts concede it is essentially a contest between two between the US and China, with European nations starting at a clear handicap.

Root Causes of the Continent's Technological Lag

A number of key reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. The EU has yet to establish a true capital markets union, which limits the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hinder European business. A American entrepreneur can introduce a product under one set of laws to access a consumer base of over 330 million. The European Union, despite a larger population, is divided among 27 different national systems, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking differ sharply. In parts of Europe, business failure was once viewed with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in defense has weakened its ability in pioneering research.

A Path Forward: Grounds for Hopefulness

Despite these challenges, one can find causes for hope. European leaders are increasingly aware of the existential challenge and have started to advance substantial change. Key analyses on European competitiveness and the single market point to the necessity of sweeping reforms.

With the right policies and rule changes, these assets could support far greater degrees of commercial innovation.

Europe retains considerable strengths: skilled workforce, top-tier schools and universities, and world-class labs. Alongside a vast domestic consumer base and substantial household savings, these foundations could unleash a surge of venture creation.

Crucially, even if Europe does not take the lead in creating cutting-edge tech, it can still dramatically increase productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

The European Union now faces a decisive moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, the continent's slide in innovation has been steady. However, without bold steps to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent decline in global economic relevance.
